Am I missing something crucial? Or are you just supposed to sit on your settlements like a mother hen and lose the initiative because your metropolis with a bathhouse, arena, guardhouse, wine distribution center, blowjob factory, free money, and pony rides is unhappy. I know the campaign is in its alpha stage, and am glad to finally get to play it, but I find many of my settlements hovering in the low public order range even as they are improved with higher level buildings. At most I can keep settlements in the single digit positives with extremely good governors and lots of PO buildings but this is obviously expensive, time consuming, and requires luck.

In this mod the same level buildings provide +2 or +4 which together aren't typically even enough to lift a settlement out of the negatives on their own, even in your capital. For example, in vanilla theaters provided a lot of public order, +7 on tier 2 I believe, and religous buildings gave you at least 5 on the same level. It seems as though all the public order increasing buildings have been nerfed from their vanilla counterparts and even high level Public order buildings provide minimal bonuses.

While I'm enjoying much of what the mod has to offer I'm finding it difficult to keep public order in the positives, even 40+ turns into the game (Playing as Abbasid Caliphate).
